I am interested in starting a small business sometime in 2011. After acquiring HTML and CSS, which web design language would currently be the most useful to learn in order to begin creating websites?

Well I hope that your html is really XHTML and the latest flavors! In addition, you will need a good knowledge of Javascript. A reasonable knowledge of Perl, PHP, MySQL and Java. Then of course the dreaded Flash! Most of all, you will need a course in diplomacy because it will be up to you to explain to customers what they DON'T need! It is one job where the customer isn't always right.

In these days it might be too time consuming to make web pages by coding (x)html yourself. Maybe you could just pick some opensource or otherwise free to use content management system (CMS) like wordpress or joomla!. You need to have PHP and SQL-databases(like MySQL) available at server to use these though, but these are very often available by default. Or if you dont want to install anything yourself, try wordpress here http://wordpress.com/
