should insurance on auto be considered a bill?

I was wondering should insurance on auto be considered a bill? I know it is the law I know you have to have it if you drive or you get fined. But a choice so is phone?trash? they are bills also and are choices. When one applys for something and needs to turn in the bills they pay I was just thinking that should be considered a bill also since it is a have to had? However they do not consider it a bill they say?? What do you think about this?

A bill is something you regularly pay on a monthly basis, you do not do that for auto insurance right? Further, a payment is considered a bill if you are paying for a service rendered (or given to you), insurances or auto insurance service is only rendered when you get into an accident - which could or could not happen. Therefore it's not a bill.

thanks just thought it would be because it was a have to have thing regardless when paid. some times trash pick up is paid monthly and by months it is not a have to but yet considered a bill, so is insurance on autos they can be paid monthly also. thanks for details and thoughts on this.
