I was in active in mylot for almost 3 years, and when I tried to log in to my account, I was still able to open it, but my earnings were lost. I just don’t have an idea on banned or deleted accounts.

People who remained inactive for a certain time can still log in but anything earned with that account goes back to zero. Members who are in one way or another who lose their accounts can make a new one and become members again. There are people who did just that the thing is they have to start from scratch again.

I am also interested to find if a user who's account was suspended can join myLot again. I hope there will be answers to this part of your question, too.
For the users that have been inactive for a long period of time, I know that they still can use their old account, but their earnings are to be forfeited if they do not log in for more than 3 months. Here is what the FAQs say about it:
Our terms of use state that if you don’t login to your account at least once over a 90 day/3 month consecutive period of time your earnings are forfeited. Please remember to login at least once every 90 days. You don’t need to post any new discussions or respond to discussions, you just need to login to your account so that we know your account has not gone idle.
