If you want to use your PC as a web server, it has to be on 24/7 or people will not be able to find the web site. If you do this, you are very likely to exceed the bandwidth of your ISP. All ISPs have controls in place to ensure that their customers keep within given limits. These limits are sometimes tucked away in the Terms of Service but are more often hazily defined as "acceptable usage". If you are paying for hosting, however, you will upload your site to the server and people will access it from there, so you would not need YOUR PC on all the time because the copy of your site that you may well have there is not what people would be seeing.

Presumably you will be including a 'shopping cart' system on your site. That will lead your customers to a, hopefully, secure site where they can make payments. The provider of the shopping cart will then pass on the payments to you.
