There's number on Star with Colour on the Left

I tried to find out the function, meaning or details about the number, the star colour, and the rating but can't get it. My question is more about the meaning and how the rating being finalised?

that is the reputation u are being given by the other mylot members for your posts and discussions. Blue is the highest rated comes with a 10 star and the reputation being late 95/100 or early 96/100. When u complete 100 posts, u will be given a star based on your reputation.

I guess it like that.. But they monitor everything.. I received a response from GAA, that they monitor everybody's activities !!!
