why is it that Youtube freezes view counts ?

as I upload videos on a regular basis I've often come across the unpleasant fact that the view counts simply won't match the true number of clicks. For example I have posted many videos on forums and the number of views of those threads/ posts always outnumber the views in my video. Of course not everyone who takes a look at a post also plays the video. But if the ratio of forum views/ youtube views is something like 100/ 1 you really start to wonder what that is all about. Have you also experienced this and if so why do you think does it happen ?
