It's free.. Infact when you confirm your bank account they send you money.. (I got 8 cents, but hey it's still money!) They ask for a card number because to get money from your bank account to your paypal they will obviously need your bank card number. Or if you want to connect a credit card to paypal you can do that too. To verify who you are, the account needs to be connected to a person.

PayPal is great. It's free and it's not a scam, but you do need to hook it up to a card or bank account or you won't activate it. It's quite secure, though some online forums say hackers can get in. The only trouble I had was a phishing scam - it's very easy for fraudsters to copy the PayPal site so it looks legit. Just make sure you really ARE on PayPal - not somewhere copying them - and go for it. I find it great for online shopping, and if you don't have enough in your PP account the excess is automatically transferred from your bank account/card - with no need to give away personal bank details on other sites.

There are different kinds of accounts in paypal. You can get the free account. The credit card is for validation and is optional but a lot of sites require you to have a certified paypal account.
