bug eggs or ?

I've noticed on my roses and salvia there's this foam bubbly looking deposit on the plant. Is this some sort of method to lay eggs? if so for what insect? I do occasionally see some leaves have been eaten on my roses but rarely a culprit in site. And it's too early for Japanese beetles to appear.

I'm not exactly sure where you live, but around here all of the bugs have been coming out very early this year. I mean, in the past few days I've started seeing Japanese beetles and June bugs as well (those are two kinds of bugs that I don't like at all). Anyway, what the other people said is right. Make a weak soap solution and spray it on your roses and make sure that it has the opportunity to dry. Each treatment will be effective until the next time that it rains (which would be every other day for us the way that it has been raining this year).

Something is sucking the juices out of your roses, rinse them in a weak dish soap and water solution and let them dry. Make sure you use Dove or Ivory soap.
