Animated banner ads: attention grabbing or just annoying?

You know what I'm talking about. Those banner adds that keep flashing or have text that moves at fifty miles an hour. The image ad that can't hold still. Sometimes the animation is mild and at other times obnoxious.
What do you think about animated banners? Sometimes ok or always annoying? Is the use of such justified or always unprofessional? Have you ever used an animated banner ad?

My answer to that is yes. By that I mean both. They are both attention grabbing and annoying. You can't help but see them. If you are doing something else and they are somewhere on the page you can help but see them moving around. Certainly they get your attention, but they can be really annoying as well especially if you are trying to something elsewhere on the page.
