How exactly does a doubled lane circle work??

Im always stuck in a circle with certain people that wants to move from the inner lane out in to a road, but shouldnt they then be on the outer lane from the circle, as a matter of fact, where should the people in the inner circle go, because what if theres another car in the outer lane? very confused here.

We call them Roundabouts here in the UK,and assuming the road rules are similar,the outer traffic ring is used by those coming up to their exit..the inner ring could be used by those making a 1/2 or 3/4 circuit before exiting..if someone in the outer ring wouldn't give way to someone trying to change lane from the inner one,that could be a problem..
