The Blackberry Torch 9800/9810 models both have flash and a 5mpx camera. The screen size seems to be quoted as 3.7" but is actually 3.2".

If you want an Android phone the HTC Sensation should fit the bill.

Try to look at Motorola Defy. Though it only has 3.7'' screen, its specifications are awesome enough. Aside from it's scratch and dust proof, it is also water and shock resistant. It is highly customizable and you could find a lot of personalized ROM online. And of course, it has a flash. :D If you are interested and would want to look at its specifications, this is motorola's website: wwww.motorola.com

I have Nokia C7-00 and it has flash. Photo resolution and video recording qualities are good but not as sharp as digital cameras and too far from DSLRs. Phone cameras do not differ much. Their resolution will never match cameras with zooming, "moving" lens. I even notice the difference between the quality of shots from my C7 which has 8mp and flash features compared to my old 4mp IXUS Canon. You will never get sharp macro shots in phone cams. For me, what matters more in phones is the Operating System. When do you use your phone more often? Do you love downloading different applications? Go for an Android. They have more options and most of them are free. Applications they sell are also cheaper compared to other systems. Do you want more defined features? Go for Symbian. Most applications are tailored. If you are not familiar with those tweaking commands, then working on templates will be handy. One good site that helped me compare different models from different brands is GSM Arena. You might want to pay it a visit.
