That person should live in the Amazon jungle or dive himself into the Challenger Deep in Marianna Trench when he reach that stage of enlightenment, or he can just go to the top of Twin Tower Or Eiffer Tower to show off his daredevil jump-off. Nothing to be fear of anymore in this world. Cool!~

I think you can have a conscience without fears. Fear isn't always rational but is often related to self preservation. I'm sure there are a lot of people that fear little if anything, and you couldn't tell them apart from anyone else. Now a person without fear may make a lot of decisions that aren't prudent, but that doesn't mean he doesn't have a conscious. In fact, we often consider self-sacrifice to be an admirable act.

That is quite a fascinating idea to say the very least. And I really don't know the answer, honestly speaking. Everyone fears something on some level I would think. There are just going to be times where we might not think we fear a certain situation, until that situation comes right back into our face, slapping ups down hard, taunting us, tormenting us. I think that just because someone seems to have nothing to fear, does not mean that they fear nothing. It is just that their resolve has not been completely tested right now, as of yet. They seem to really have no fear, because their bravery has not been challenge. Of course, there are times where people have faced much and it will take something extraordinary when they face their fears.
