cops exempted from public transportation fares???

Is there a law, bill or memorandum pertaining to cops' usage of public transports like buses, jeepneys or mrts are for free even if they are not on duty anymore? I assume that when they ride those public transports they are off duty since they have mobile cars they can use while on patrol. I don't see why they must be exempted. Everybody is trying to earn a living here even the bus drivers and the conductors. Even the smallest of the income earners pay for their fares, why not them also. There are even signs on buses "NO BADGES HONORED HERE". But still everytime I see a cop riding a bus or jeep, they don't even make an effort to pay. And even the conductors don't even try to ask them for their fare. There is something wrong here. What is your comment on this one? In your country, do cops pay for their public transports fare if they do use it?

In my country, cops are not paid well and their work is risky. I don´t mind if they don´t pay at buses. It is not by law, but usuallythe busdriver tells them to go inside without paying.
