I've tried purchasing from a UK seller, and it did came about. It just took about a month before we received the items, but there weren't any other problems. Just check the seller's reviews and ratings, before committing to buy.

Thanks. So one thing I need to consider is how long will it take for the goods to be delivered

Yes, so if you need the item very soon, then this is not a good option for you. Also, just to add, it may be best to make sure you are able to contact the seller. Try sending an email and ask some questions about the item or the shipping time, and if they respond, then that's good. If not, please look for another seller.

When the seller has a good reputation, it is safe in my opinion, though I have not received in the past a few items from USA, while every item bought in Europe has been delivered. I buy mainly books and old photos, and I thought it was a problem with customs. Since a few years, I pay for a charged delivery when I buy something outside Europe, and I have never had another problem.

I think books are exempted for customs fees to say at least in the Philippines. Because a frien of mine also buy books in eBay and has never been charged with custom fees

It is if you buy from me. Seriously, buying from sellers in other countries is just as safe as buying from sellers in your own country. Why wouldn't it be? Most people are honest, wherever they live. If you always remember to check the seller's feedback before bidding, you'll be fine.

I think it depends on who are you transacting with. There are some sellers on eBay which are scammers, but I am confident that eBay is doing something to combat wrong practices like that. I suggest that you read seller's feedback and feedback scores because it is one way to figure out if the sellers outside your country is legitimate. In the event that you are not able to receive the items you purchased, you can always report it to eBay and file a dispute against the seller. In some cases, the buyers are still able to get what they purchased but there are times when they were just refunded of the amount they have paid for.
