No buys thus far in the transfer window by Man City!!

Man City the big buyers over the last three transfer windows, have not made a single buy thus far. Is this because they finally have a team where all bases are covered or is this a lull before a storm? In fact, the only transfer activity from Man City is the outward movement of Owen Hargreaves and Wayne Bridge. On the other hand, PSG seems to be the new rich kid on the block!!
