How Do They Decide the Names of these Winter Storms?

On my Weather.com page, I see a news-feed (taking up WAY too much space) telling me that "WINTER STORM 'ADAM' (or some other name) IS ON THE WAY!" Who decides 'what to name the storms' (and/or who SHOULD have the decision)?

In our country, storms are named in alphabetical order and they all end in "ing" its always a random name but we get a lot of thunderstorms. (it doesnt snow here) so its not really so big of a deal. I used to love thunderstorms when i was a student because it would mean "no classes"

Hello :D. I don't know about winter storms, since I live in the Caribbean they don't exist, but if I remember correctly the world meteorological organization makes up a few lists of names, each for a letter of the alphabet (except some letters like q or z and such) and organize them in alphabetical order. This way the name can tell you a few things about the hurricane. For example, since the winter storm is called adam I can tell that its the first one of this year. I think there are around 6 lists of names, which are reused and repeated every six years, except the storms that kill a lot of people or destroy houses and such. When that happens they retire the name and replace another name starting with the same letter on that list. I'm sure the lists of name can be found on most meteorological page since they are not a secret or anything like that, although if you are asking how they came with the names on the first place, I guess you could say someone just wrote a bunch of names in papers and they were accepted. At least that's the way it works with storms here, but I'm guessing its something similar with winter storms too, since that system was put in place to ease communication :).
