Forex is an online money market place . where you can buy any countries currency and sell other countries currency . If you wanna to more about forex you can search the online 'about forex' . I hope you will get answer .

Doesn't it also have to do with the US Dollar's status as the world's reserve currency---how (for example) if you're in Germany and want to import oil from Afghanistan, you have to buy American Dollars to use to pay for it?

It is foreign exchange.
For example, if you buy 100 euros , at the end of year if the rate of euros increases, your will get profit...
