Charities should be unnecessary

Not my opinion, just something I read yesterday. It was an article on why Socialists don't believe in charities. It's because they believe in a system where everybody's basic needs are taken care of. If you have food, shelter, education, transportation, work if you want it and medical care, why would you need a charity to help you out when you run into trouble?
Thoughts?

Well charities help more than just people.. there are animal welfare charities, sports charities, music charities, charities that help with certain diseases, etc etc.
I think even if this were a socialists' idea of a perfect world, we'd still need charities
