Voting receipt torn in front of him

In my country two weeks from now, we will be voting for whom will run this country for another six years. But in other countries were the OFW resides, they already started voting. Unfortunately, there had been reports of fraud or wrong information coming out of the receipt. It's been going on for almost weeks now which forced some OFW's not to vote anymore since it's going to be a waste. Now a twitter from one of local news contributor here says a voter's receipt printed the wrong result but the official just ripped it off. Unfortunately, this might be just another propaganda to demotivate people from voting.
