The state government is pumping in effort and resource to spread awareness of road safety. To compel bike riders to wear helmet it has decreed that petrol could be had from the oil pump stations only with a helmet on. A sign declaring it is found at all oil pumps - NO HELMET NO PETROL. A helmet is meant to save the riders life. But as it has been seen before, it is seen now. The law is more often observed in breach.

In the UK, if you don't wear a helmet whilst riding a motorcycle (both drivers and passengers), you will very quickly be pulled over and charged. That would result in a court appearance, a fine and points deducted from your license. The general attitude amongst motorcyclists is that only idiots don't wear helmets, so there is also a lot of peer pressure to do so.

That is a good rule to have.

Here it's against the law not to wear helmet, though there are still some motorcyclists not wearing helmet in those rural areas.
