Im mechanical enginering student, yes I know how to tune engine I can do it myself without pay shop for tune it. ^_^

You can do it yourself if you know what you're doing. Usually just involves changing the spark plugs and wires. There's a bit more to it then just that though, it'll depend on the type/year of the car. Try doing a search online for your type of car, should be some info out there somewhere.
