In Indonesia, there are holidays referred to as "jointly taken leave". This means that based on the Ministerial Decree, all employees of both private and government offices shall take their leave. For government employees jointly taken leave mean public holiday as their offices are closed and their 12-day annual leave shall be reduced. If in 2016 there are 8 day jointly taken leave, then their 12-day annual leave remain 4 days, which they can take any time during the year. What about in your country? The same?
