Why do people like to do illegal dumping?

So one of my neighbors, has a lot of problems, her grand daughter who is 20 years old decided to dump her dads bills and old clothes, he left behind at the neighbors house.
We watched her go back and forth with huge garbage bags and dump all this junk.
During the night street people went by and took out what they wanted and dumped everything else all over.
This morning the owner of the house came out , and told us, he has it on his security camera. So he went next door and asked her to come clean up her mess , and asked her why she dumped it in front is his house, not at her own.. She didn't answer him and slammed the door in his face.
A few hours later she gathered up all the bills and dumped them in her garbage can, but the rest of the junk she took down the street and left at another neighbors home.
I am so glad she didn't dump it here, or I would have had to knock at her door and she would be here cleaning too.
I will never understand how people feel it is alright to dump trash anywhere they want.

No, not every morning, just on Mondays, but it must be in the right can, you can't put trash in the recycle bin.She loaded one up that is strictly for grass, or weeds, filled it with papers and clothes, they did not take that.
When you have junk like she did, lamps, clothes, her dads bills tons all over the street and cords and wires, and hangers that is up to you to haul away.

@CookieMonster46 our collectors do that too. when they see a garbage bin with different trash not like the ones specified, they don't get it too.

Are there no community leader where anyone who has a complaint about a neighbor can have it reported to the leader and the leader will call for a meeting of the people involved, in your neighborhood?
Here, when you are caught dumping your own garbage just anywhere, much more on a neighbor's you will be fined.
I would be very angry if I catch her dumping her garbage at our premises.

@CookieMonster46 She will keep doing that because nobody prevents her from doing so. If there was an ordinance of prohibiting dumping of garbage in a not designated place, then she would be afraid to do that.

The neighbor could very well go to the police over this, couldn't he? I think he should.

Yes she is 20 years old , they didn't because they are illegal citizens, and don't want trouble.

@CookieMonster46 Yes, I read the comment you made to someone else. I think that's the saddest part of all. Clearly she knew this, and used this as a reason to do it in the first place.

This girl doesn't sound to be a nice person at all. You should take everything she dumped there back to her place. Just leave it nicely in front of her door... But don't let her see you doing it. We don't want to have new enemy do we?

the grand mother is nice, a bit of dementia, but the grand daughter is very shady, rude girl. The people here that she dumped the trash at are illegals. I guess she figured they wouldn't call or do anything about it. They surprised her going to her house.

@CookieMonster46 Why don't people come to her house when she is home, have a good talk to her grandmother and her and ask the reason(s) for her to to it? See what she has to say..

I hate that behavior and she was obviously rude with it. Our bin at the gate often has a few extra bulks that we didn't put there but whenever we catch who is doing it they will have to stop because when the garbage collectors come around we seem extra nasty with so much garbage.

Here if your lid isn't closed and you have too much they send you a warning.. so we try and keep an eye on it as others run out of room and want to fill your can.

@CookieMonster46 Well we don't get warning here but people do look at us as being extra nasty...they do it to lots of other person's as well. What we are about to do is put it behind a wall in our yard and take it out the day the collectors are coming.

Somebody did that to us once and it was not within range of our cameras so my wife and I had to open a few plastic bags to search for any billing address like an electric bill. After finding one and taking pictures, I had her summoned to our " barangay" police station.

I understand she may have problems at home, but of course that can't justify her behavior.
Maybe she needs some help, some therapy, something that helps her vent without harassing her neighbors.

Well like I mentioned it wasn't in front of my house, so I won't call the neighbor that had the problem is here illegally they would not like to have to call the cops for anything, because of citizen ship.

well there is more out there now, she put more out there yesterday, but in front of someone else's home, they called it in, but no one came out.

I can't even imagine what she is thinking doing that. Someone should call the cops on her!
