At work people are noisy, what to do?

You could politely ask them to keep it down. Or tell a supervisor. Thats a hard ppsition to be in.

First ask them politely, and if they don't stop, Headphones work pretty well, and if you cannot do that, report it, and if HR does nothing, go to the boss, if that doesn't do anything, write to the company. Or best bet, sometimes just ignoring it and learning how to focus on something else might help.
