At work people are noisy, what to do?

You could politely ask them to keep it down. Or tell a supervisor. Thats a hard ppsition to be in.

Shout at them. No, you can talk to them and say your concern. It is the least you can do.

Make some noise too.

I ignore them and listen to music with the use of a headset.

First ask them politely, and if they don't stop, Headphones work pretty well, and if you cannot do that, report it, and if HR does nothing, go to the boss, if that doesn't do anything, write to the company. Or best bet, sometimes just ignoring it and learning how to focus on something else might help.
