They are removed when I or a moderator find them to be a violation of our community guidelines. When a post is reported, or spotted by one of us, we review it personally. If it isn't a violation, it stays in place. If it is, we remove it. These guidelines can be found here:

if you mean can we delete our own discussions, yes.
if you did not delete it yourself, then it was probably deleted by admin due to a guideline violation.
