A bylaw giving orders to the sun and the rain

I already started a discussion about weird municipal bylaws in France. A French mayor has policing powers and can create new police rules valid inside his city/village and sentenced by a small ticket. This one is intended as a joke but is worth a quick translation. It was taken last week by the mayor of Challans, a small town near the Atlantic Ocean.
"The mayor of the commune of Challans
....
Considering that the rain has invited itself sufficiently during the day ;
Considering that the health of the public servants and the citizens of Challans depends of the rate of sunshine ;
Considering the risk of compensating the lack of sun by an overdose of chocolate ;
DECIDES :
Art. 1 The Sun has to mandatorily present itself every morning from Monday to Sunday in the city of Challans and by extension in all the department of Vendée.
Art. 2 The Rain is authorized only 3 nights per week in order to maintain the level of groundwater. No derogation will be granted.
Art. 3 The commandant of the Territorial Brigade of Gendarmerie of Challans and the responsible of the municipal police of Challans are in charge, each in those matters that concern them, to enforce the present bylaw."
Giving a ticket to the Sun or the Rain will not be easy. We will see if they are afraid enough by this new regulation and will obey to this bylaw.

Sometimes bylaws can be very efficient : since a mayor has forbidden to UFOs to land in his commune, not an UFO has landed again.
I have seen at myLot several discussions about the prohibition of burkinis on some French beaches. Burkinis have been forbidden by municipal by-laws by a dozen...

Sounds like the silly laws they make here too.
Some are quite incredible also.
Rain will always rain where it wants to.
One silly Mayor changed the Three Wise Men one year for a load of Clowns and the children sent in a big protest to her asking for their Three Kings to come back again or else.
That were not going to be fooled by a load of clowns and to not put such rubbish on again.
Since then the Three Kings are dressed and out in the Streets like they should be.
She became very unpopular for such a silly law or rule whatever you want to call it.
Kids are smart and not so easily fooled.
She thought herself smarter than them. Ha ha.

Children cannot always be fooled easily. At least she could do it, it is more difficult to order to the rain to not fall and to be obeyed. This bylaw was written for the fun and will never be sent to the préfecture. I started long ago another discussion about some silly bylaws that we have in France, like a place where it is forbidden to die if you have not a place in the cemetery.

@lovinangelsinstead21 I changed mine about two years ago and its price are raising again. It is acceptable but as soon as I will find another interesting offer I will change again.

@YrNemo Holidays ? I wanted to book a train ticket for Paris today, I forgot it. I need to do it tomorrow. It will be for March. I wanted to spend a weekend in Madrid in April but it will be probably in May for the international day of Museums (May 18th). Quite all museums will be free this day and the weather will be better. We had a sweet winter until last week, but it is freezing hard this week. It never lasts long in my area, the weather will be sweet again on Friday.

I support such regulations except that we need opposite ones in my area. The sun need not shine to its full extent every single day of the year - it needs to take mandatory sick days and vacation time. The rain (even showers) should present itself at least 2-3 times a week. But to enforce these laws would be difficult - you just know here they tend to run and it ends up in a high speed chase .

We call that ordinances here. Municipal or City ordinance. Did they really make that? April Fool's day is more than a month away. Are they serious?

@toniganzon Legally he can, but I doubt that they will obey. Here a link to the discussion where I was quoting a lot of weird bylaws if you want to have some fun.

That's just too cool, if only we could make the weather change, and not with global warming, makes me wonder what the mayor of the commune of Challans was smoking...?
