Vey Late Release of Salary

Finally, our salary was released second week of August. It was our former dean who fought for its release. According to our tenured co-teachers, the reason of the delay was " No Budget". The budget was gotten from the central budget.
I think having free tuition for the more than 13,000 senior high school and college students is the root cause of this problem. This moment other group of regular and full time faculty members suffer absence of salary. The reason according to them is bank irregularity. There is 1 million leak in DBP, the university transacted bank . I doubt if it is true.
For me, I oppose to the idea of 100% free tuition. There should be at least miscellaneous fee, but none, so many suffer this time with the government's mandate of free tuition.
This semester, there will be many failers for many students abuse of the free tuition. They were informed during the forum that as soon as they obtained 3 failing grades, they will be advised to exit in the university in the second semester.They cannot anymore proceed to the next level.

If a few miscellaneous fees would fix this, then they should do that. @cacay1 Hopefully you won't have to go through this again.

@PatZAnthony, Thanks Pat, but another batch of teachers feel what we felt before. They now clamor why their names are not found in the payroll. It seems the school lacks budget all. Thanks for sharing your nice feeling, very much appreciated my friend.

I think that some students should have help. They not only have to be poor, but they also have to have good grades. I remember that years ag, when I directed literary workshops, I offered free tuition to some students. Soon I discovered that free students did not come if it rained. That was the end of that. 50% is fine, all free is not good.

@marguicha, you are correct my friend. Students seem so relax, that is why in my class many failed.They do not study.They have lots of nonsense activities inside and outside the campus.I agree with you that free tuition is not good; students abuse. They surely regret at the end of the rainbow.

@LadyDuck, very well said my friend, there should be at least miscellaneous fee. Absence of it so crucial for the expenses including salaries derive from the national government from people's taxes. Plus, there are so many students not deserving of a 100% free tuition, so unfair. They will be advised to exit should they get 3 failing grades.

@sol_cee, yes girl you are right there, working and working but salary is too late to receive.The feeling is devastating.This time for a week some regular and full-time faculty failed to receive their salary. They are so mad.If there is no budget, they should inform the national government.

For most employers failing to pay salaries is a mortal sin and should be avoided else it means the company is either in trouble financially and everything. But yours is different because you work in the Government and it should be guaranteed that salaries should be paid on time and should have an allocated budget for it. I think there is mismanagement in the allocation of funds and budget that is why this is happening in your University. This should be investigated thoroughly and there is someone who should answer for this problem of yours.

@cacay1 That kind of a situation needs a thorough investigation already we need to really looked into why this happens. You are hired teachers then you should have a budget allocated for your salaries. If that was overlooked then the budget officer should be held accountable for that oversight.

@arsa, thanks for your brilliant share f thoughts on this matter . You are right my friend, no pay on time is a mortal sin .It is not easy to teach. The budget came from the central budget. The school might have less allocation for teachers" salary.It is agonizing salary released almost 3 months. That was no funny feeling waiting for too long. This time another group of regular and full time faculty salary not yet available, and they condemn the bank. I hope they would stop their drama. That is sad. Shouldn't the state/government subsidized the salaries of tenured teachers if the salary is free or paid for by the state? Quality education can be achieved by having quality teachers in the roster, and engagement and contentment will help in retaining these teachers which in the end will essentially benefit the students. I hope this does not happen to you and the other teachers again. My mother is also a teacher in the Philippines but she teaches in a public elementary school. I am not really sure how the pay works for universities now but other than your passion and drive to mold the youth through education, you also need to make a living doing what you want to do best. If this kind of arrangement can no longer sustain your lifestyle or quality fo life, then what is left for you?

@Raine38, this is the first time happening in school.This school is owned by government: University of Science and Technology of Southern Philippines (USTP). The original name of this school was Don Mariano Marcos Memorial Polytechnic State College. The cause of this problem might be the free-tuition-zero fee for more than 13,000 students. All teachers in our faculty are well screened mostly graduates from universities and almost all are Masters and Doctors. There are 85 courses offered in the university where I am teaching. You are right, our performance is affected for the feeling is bad.Thanks for your nice thought on this matter, very much appreciated my friend.How are you now? Long time no hear from each other. I am always absent here.

@LeaPea2417, yes , I am so happy and so with others-my colleagues. It is hard to deal almost 3 months delay of salary. I hope it won't happen again. The feeling sucks.

@marlina, yes it is true so unfair.It is not easy to teach.Many do not like this free tuition program of Ph. government. Many non-deserving students abuse.They think they can easily pass and graduate, no way.If they have many failures in a semester they have to exit .

At last, you got the long-delayed salaries! I hope it will not happen again; and those students should realize it is the people's taxes they are using for their tuition fee so they should study well.

@acelawrites, very well said my friend, yes the free tuition they enjoyed derived from people's taxes so they must not abuse the blessing; they should labor double to make their dreams come true, or else, they cannot achieve a single dream. It seems this kind of problem delayed salary will happen again. The victims this time are other group of teachers.They are full time regular yet not paid yet.This is so horrible.The national government must know this.

@cacay1 so sad for the teachers! The government should allot a bigger budget for education which includes teachers' salaries if they want to achieve successful young people. Yes, the teachers should air their grievances to the national government.

Your colleges have free tuition? They should at least pay for their books. I don't know how the universities expect to have teachers if they can't pay them. Everyone needs to be able to support themselves.

@Kandae11, thank you Kandase. I am so happy despite late, than no money at all. Despite the feeling was so bad, imagine almost 3 months, but the ill feeling disappeared when we finally received the fruit of our labor. Thank you so much for your nice thoughts very much appreciated.
