Parents should be punished for using their children

It is very clear In the picture that 2 kids are begging right in the middle of the mina main intersection in our town. They receive money and food. If you think they are orphans, no, because the mother is in the other side of the road patiently waiting for the bounty from the kids. Maybe it's about time that the department of social welfare should do something about street children.

A problem with the Pangilinan Law on minors. The poor parents found it more profitable to use their children in any trade, because the children will never be prosecuted. Yup, you could be suggesting a good point there. But what punishment? The parents cannot pay fine nor bail. If they are jailed, the children will be without parents.

It is the responsibility of the social welfare department. When Gloria Arroyo was vice president and appointed by President Erap to be in charge of the DSWD, Arroyo said she will clear the streets of beggars and vendors. Maybe she was telling that to the marines, waheehee.

I have seen more than several of that case in different places. It is like a plague. Even in the province, children would be persistent in selling their wares with the spiel that says the money is for their school allowance.

That is something that we lacked in governance and leave this kids on the streets. You are right in there that the Social welfare services should do something about it but they are left alone in that. I think they lack police power to enforce that parents should not lead them to beg alone in the middle of a busy road.

@Alexandoy Just as I suspected the resources are really not sufficient to really keep them at bay. The government cannot keep them there and educate them with the parents. Most of them would return back on the streets since they could not get decent job to provide for their children.

I had talked to one social worker manning the former Boy's Town in Marikina. She complains of lack of personnel and resources. When there is a clearing operation, "arrested" children in Manila would be brought there but would stay there for only a day or 2 then would be brought back to the streets.

This is a problem in Romania, too. The majority of the beggars are fake, and they also use their children, because they know that people feel more sorry for children.

The fake beggars here use a child of another woman that they rent for the day. I have uncovered that before and I know they are still doing it now.

@rappeter13 more likely the police here do not mind them at all. In the olden days, yes, police give them permission in exchange of a commission. But I don't think that system is still working now.

I agree with you! Those parents should be punished. I call that child abuse. I’ve seen a lot of that in foreign countries. It should be forbidden! Those kids should be in school or at home reading and doing homework!
