It's not in accordance with the truth. Therefore it's false. And false is not a lie always.

It can not be honest but it can be considered as diplomatic.

That means you are honest about the answer although you are not sure.

If someone asks you a question and you are not sure of the answer or do not yet know, then answering "Maybe" is honest.. If you know that the answer is "No", then it would, strictly speaking, be dishonest to answer "Maybe". However, if it were someone asking whether you had bought them a certain thing as a present, then I believe that nobody would consider yoou 'dishonest' for prevaricating.

If the answer is no then I will just answer it no or I don`t know if I can`t understand what the question is all about

I don’t think you can answer without knowing the question. I think it depends if you are doing it to get an advantage or to spare someone’s feelings etc.

For me it's honest to say maybe because we were not sure for what is to happen soon and me too i have to say that word in sometime :)

I think that is diplomacy and sometimes the diplomacy is good.

I will answer this with another question: How does honesty connect to the truth? The truth sits within love, and to connect to the honesty in your mind, it must remain pure, otherwise, honesty is not pure either. The truth must stay the truth, and must be altered in no way, not even with a maybe, as it is cut and dried, and "maybe" never applies to the truth.

sometimes I say so too. and sometimes my answer has two different meanings for different people.

i guess "maybe " and could be is not at all a lie . i myself use it
