should helmets be made compulsory for both the rider and pillion rider?

yes,it should be made compulsary for the rider..and a choice for the pillon rider..

The price for not killing yourself (or getting brain damage) is wearing a dinky looking helmet. I think that in most US states helmets are required for both driver and passenger, but I'm not sure. I personally don't like helmets, but I would rather wear one than lose my life over something so silly.
