Can Google be spying even with the wifi off?

So, the other day when I had my clinic appointment I had a phone with me by accident not my "regular" phone though..one I used to use. I had no data plan on it, nor did I have a connection with the clinic wifi..The nurse was saying something about wall pilates in which I conveyed interest..but don't think I even said the name.Anyway, when I get home what does my smart news pop up but an article on wall pilates. Coincidence? I think not!

This is scary. I think that our phones are listening all the time. When I talked to my mom my phone started to search for information by itself.

The only other thing I could think was she had seen a similar article before I did and mentioned it, which could be possible..but who knows?

I get messages that say my Wi-Fi and camera can see what I'm doing. I don't have my web cam connected.

Does that happen even if the wifi is off? It sounds like it would happen only when it is on.
