I have heard that computer HDD's are sold at prices manifold their manufacturing cost. Do you agree?

I have no idea what the manufacturing cost of a hard drive would be, but I certainly do not consider them to be overpriced.
A large hard drive is currently within the price range of most people, whereas there was a time when even the small hard drives demanded high prices.
You can even buy external USB hard drive storage at a couple of Gb per $.
