For little children I love the easy basic but so cute Coustomes. You can make a cat very easily, a Bunny, a clown, a princess. Here is a site with ideas:

Awwwww, nothings cuter than a toddler at halloween! When my one daughter was a toddler I made her into a kitty cat. Real easy (and inexpensive): Black tights, black body suit (or black top and skirt). For ears, I took a kids plastic headband and sprayed it black and attatched some triangular cloth fuzzy 'ears' on top. For her face, I took a black eyebrow pencil and made whiskers on her cheeks. I also put some pink lipstick on the tip of her nose. I then used one of my fancy choker-type necklaces for a collar and hung a couple of dog tags off of it. It was cute, and she won a prize for it. Nicest thing was that she could use the tights and all with other outfits. Dark browns also work well, or other 'cat' colors. Good luck finding a costume and have fun with it! Leave a note back into the thread what you came up with!
