Should all dogs be muzzled?

Okay, so you may have seen recently in the news that a three year old girl [I think] was attacked by her uncle's dog in her grandmother's house -- her uncle had been warned about it before, and it was a banned breed -- but, due to exemptions, he won't be charged... But this urges a certain question that's been circulating for a while -- should dogs be muzzled at all times? Should people have to own licenses to look after them? Should all dogs have to be trained? What do you think?

A dog is only as well behaved as the owner trains it. Pets are like children, if you don't teach them right from wrong, you're going to have problems. This man was warned and should have taken the warning seriously. I feel he should be charged if this was a repeat offense. If you know your dog isn't good around kids, keep them away from each other, plain and simple. I know my dog doesn't care for kids hence no kids in the house. I don't agree that ALL dogs should be muzzled but if you know your dog has an issue you should take care of it.

No, all dogs should not have to be muzzled, but their owners should be held accountable for the actions of their animals. Hmmm... maybe we should muzzle some of the owners!

LOL... I think they should all have to have a license to own a dog... People these days can be too irresponsible.
