caller ID's on phones

What's up with when you have caller Id the number comes up 1-999-999-9999? How does the person have their number show up like that? I never answer it when it says that.

I don't remember if it was 000-000-0000 or 999-999-9999 but I remember Sylvia said that one of those numbers is usually a relative or someone you knew that is trying to contact you from the other side! :) If you believe in that stuff. :) My husband and I love watching Montel when Sylvia is on. We are very open minded to psychics and such. :)

I've never had that come up on my phone. Is it a telemarketer or something?
