In Opinion it is Spy Hunter and Mortal Kombat Deception, Shaolin Monks, and Armageddon for PS2.

my favorite one is PAROH, i dont like fighting games, the PHAROH is strategic game (rather administrative game) you have to build a city and perform some specific tasks, you have to manage things like real life, its the best ever game i came across .
