My neighbors dog.

I dont understand why or how my neighbors dog keeps getting out of its yard. But it does all the time and goes after the kids. It's only a little ankle bitter but it really does scare my kids. And me having a childhood fear of dogs myself I just grab them and run. But sometimes I really want to kick the stupid thing away from them. I have tried to talk to my neighbors about it with no result. I just wonder if it would be totally wrong of me to call the ASPCA the next time it happens.

The owners need to be responsible and make sure their dogs are not able to get out of their yard. They apparently do not care about what happens to your kids or anyone or anything else so you should call the animal control to get this situation resolved or have their dogs removed so this doesn't happen again. You would be doing the right thing for calling the agency. Your kids well being is the most important thing.

i say call the aspca. or the animal police. whatever they are called. they will come out and speak with the owner, possibly check out the temperment of the dog (i know i spelled that wrong.) if it continues to be a problem they will probably seize control of the animal.

There is a rule with dogs, if you will fear them then only they run after you, if you act normally they do not run after you. Try to; be normal in front of your neighbours dog then may be you will see the difference.
