do you download alot of pictures? or save them from your digital camera? do you have a lot of saved files on folders? if so these could cause it to become slow, i had dsl as well and it was reather fast except when i had lots of files (pictures, documents etc.) Try getting rid of any unnesscary files you may not need and then defragment your computer.

Depending on what you use on your computer, somewhere under systems tools you'll find defragmenter. Basically this cleans things up a bit and puts your files closer together so if you tend to install and uninstall a lot of programs things can get a bit messy (defragmented) - running the defragmenter cleans up all the holes :-) so it doesn't take as long to find what it needs to do the job -- I know that's not a very technical explanation and someone will probably come up with something better, but that's my basic understanding of it :-)

I was having problems with my browser too! I went to cnet and downloaded free virus ware. It turned out that I had a hijacked browser. The reason I even went to cnet is because I called my dsl provider and they told me more than likely my browser was hijacked. If you are seeing an about blank page you are definitely in need of spyware removal.

As well as what the poster above mentioned with cleaning your computer out a little etc you may want to run an anti-spyware /adware type program. If you have them on your computer they can really slow things down. There's plenty of free ones out there - top off my head lavasoft and sypbot are two that are pretty good.

Maybe you have lots of files in your pc or maybe programs that's why. Your virtual memory is maybe low. Try deleting some unimportant files, folders or programs.
