Are flashy billboards distracting and should they be taken down?

I'm sure you've seen one before. They're like standing in front of a Casino as the lights constantly flash and flicker. I find them annoying and people are worrying that they are going to distract some drivers too easily. Granted some people are just ignorant but if you are a defensive driver you're most likely always going to be on the lookout for objects, especially things that flash. Others would argue that things in the car are much more distracting, such as children, the radio, and so on. I dont think the ones that dont flash as much are too bad, but if they're very bright and flashy its a bad idea to put them up. What's your stance on this?

This is a very good point, because the whole idea is to attract the attention. There is a great deal being said about the danger of using mobile phones while driving, which I fully agree with, but what is the point of stopping one distraction and allowing another? There are not many of the flashing or scrolling text type around, but this could make it worse because people will be attracted more.
