No, Mr. Clean is a cartoon character that they used to promote a cleaning product. He is a very large (as in tall), very muscular baldy man, which pretty much describes this other guy perfectly. Plus, Mr. Clean looks like he could be really mean if he wanted to be, but he really has a nice, gentle personality.
