I don't really believe that the universe will "re-arrange" itself or allign itself to your goals. Attainment of the goals happen by having the vision and action. In your story, the man had a vision of having money. Yes he can have that, either thru lots of other ways. He can have that instantly or thru long-hard labor. Anyhow, he will have it as long as he firmly believes and acts on it. But Lottery is pure luck.
