Criminal justice - is it really justice?

In society today we forever hear about criminals receiving lenient sentences. A recent example here in Australia was a man who ran over a group of teenagers leaving a party... then fled the scene because he was drunk and didn't want to be charged with drink driving (and of course the accident itself)... he was sentenced to only 7 years jail (with parole after 4 or 5 years).
What about people who beat or shake young children and cause their deaths who get 2-3 years suspended sentences or some equally pitiful sentence.
Do you think our justice system really does justice?
Does sentencing of criminals give closure to the victims and families... or does it add to their grief?
If you think sentencing is inappropriate, can you think of appropriate sentencing for crimes?
