Online university for International Students accepts paypal, moneybookers

Guys, is ther any online university for international student, specially for asia pacific region? Do they offer bacholer (honours) level courses? Can they accept the payment method via Moneybookers.com or paypal.com? if you have any suggested website please submit. it's urgent! Thanks in advance!

I'd suggest looking at the Open University: http://www.open.ac.uk You can earn qualifications from certificates to doctorates. They do accept overseas students, although outside of Europe, you won't be able to take as many courses. Not sure about PayPal or Moneybookers.
