Does anyone have experience with PayU2Blog dot com?

I saw an ad for it and it sounds pretty good. Get money to blog--I assume this means write for other peoples' blogs.
And what the heck is a blog, anyway? I know they've been around awhile but I was just never interested and am not clear what they are. Is it just rambling about your personal stuff, or what?
Anyway, I'd do this if I was sure it was legit. Don't want to waste my time and effort for nothing.

Do you have to have a website in order to blog on the site I mentioned?
I've done ghostwriting for blogs but never had one, myself. In doing so, I've found some really cool blog sites that I still follow.
