it's dry here

Right now it's very dry and fire is a real danger. Every year at this time the forest management people start fires to clean out some of the heavy ground brush. and It never seems to fail, they get the timing wrong and the wind comes up and the next thing we know the fire is out of control. We have watched this happen year after year. The weather men predict a storm with little or no rain and still they start the fire. If anyone can explain the reasoning here I would be very happy.

There is no explaining. I think they are educated guesses. The same thing happens to us with hurricanes... it's not coming, oh no here it is!!
