live tv on VLC media player?

I've just been looking at an old discussion about VLC media player and a couple of posters mentioned that you can get live tv & radio using it. Can somebody tell me how & if this works outside the US?

I have never heard of such a media player. I don't even watch TV anymore. I'm never at home.

VLC media player is probably the most popular free media player and seems to be one of the most versatile. However I have not heard of getting a particular television channel through this program other than the programs that are generally available on various sites throughout the internet, generally for free.
