I heard on absolute radio today that there's a site doing a poll/competition wanting votes for the song of the decade. Thinking about it, it's a lot harder to choose just one song than you'd think - can't even narrow it down to 10 choices.

if you mean converting a low bitrate mp3 to a higher bitrate, (i.e 128 to 160/180) or to flac/wav it's possible but won't make the sound quality any better. All that'll happen is that you end up with a larger file that has exactly the same poor sound quality.
