I think it depends on the person. They might age every year, but only celebrates on every four years? Or maybe they would celebrate on February 28th or March 1st? I'm not sure myself, but you would be really young for you only aged once every four years. xD Surprisingly, I don't know anyone born on February 29th.

I have some idea that a person born on February 29th would celebrate his or her birthday on February 28th or March 1st. Every four years he or she would be in luck. I think that there would be a limited amount of people born on 29th February in the world due to the date happening once every four years.

I had a friend in school who was born on Feb 29th. and he celebrated it on the 28th. during non leap years. His feelings were that he was born on the last day of the month and that he aged every year...not every four years. Too bad biology doesn't work that way with leap year babies. I'd be a LOT younger!
