Ok, for you Political people out there...HELP...Seriously, I need some help here

I am researching on a few things right now including finishing up a GitMo case that I need all the facts for before I print it. Well in my research I came across something’s that made me go hmmmmmmmmm...and WTF, seriously. I am floored and appalled about what happened.

The bill is HR 4752.
Ok so here are the questions.
1) If I am not mistaken this is now a law.
2) How many of the American people know about this if it is a law?
3) How do we get rid of this law/bill?
I am claiming stupidity on this one because I looked and tried to find out and I still don't know the status of this HR 4752. I know it was brought to the house. I researched in on several levels; I looked around on the Thomas site. I am now nervous of the implications if this remains solid and is something that can be enacted.
Also, just so you know. The date on that of Feb 14th, 2006, is also the date of my first GitMo case on Pearl Street with those 5 Detainees and lil Ashcroft, Bush, and Cheney. Coincidence...I Think Not.

It apparently never made it out of committee in 2006. I seem to remember when Rangel first brought this up and it was, if I remember, mostly due to his disapproval of the Iraq War and his belief that if something like this bill were proposed it may open more people's eyes to it.
Anyway, it's not a law yet and I really can't see it being brought back up now but I've certainly been wrong before. We need to pay close attention and let our Representatives know how we feel about it if it should come up for a vote in the future. I doubt it would pass, to be honest, but then again...who knows?
