I'm not a big believer in the whole concept of requiring that administrators have experience in the market they are administrating. A good administrator is one who can jump from (say) the auto industry to medical to mining and back again. Administration and "where the rubber meets the road" work requires two different skill sets, and being able to produce widgets doesn't mean a person can run Widgets R Us.
The same goes for FEMA. Any successful administrator can run FEMA. Why? For the same reason any successful administrator can run a hospital or Widget Factory. Administrators don't run factories, they run the people who run each department of the factory. They don't inspect widgets, they run the person who runs Quality Control.
However, when you find a person who can do both, you keep them... and reward them as often as you can.
This is the case with Prs. Obama's nominee for FEMA, Craig Fugate. He has experience in both in spades and has proven himself time and time again. He also seems to be able to keep up with his taxes.
Craig Fugate was appointed by Gov. Bush to head the Florida State Emergency Management Office in 2001. Gov. Gilchrist kept him on in 2009. This puts every natural disaster since 2001 on his resume. That in itself gives us a good idea of his administration abilities.
From the "rubber meets the road" standpoint, Craig Fugate has been a firefighter, a paramedic and in the Emergency Management Office of Alachua County, where he worked his way up to Director.
In this flurry of decisions by Prs. Obama, good, bad and in between... Here's one choice this former Paramedic, Wildland Firefighter, Disaster Relief Worker, Search & Rescue trained military retiree can whole heartedly endorse.

I am pleased to see that the new Administration has made a wise choice for this very important position.

I hope that Fugate can turn things around at FEMA. After the devastation that people here around Houston and south to Galveston faced a few months ago from Hurricane Ike, very little money was given out to people to help rebuild their homes. It was like someone had dropped an atomic bomb on the areas around Galveston with vast devastation. Now a lot of their people have lost their jobs with the bad economy and very little money was given out to these people from FEMA to help these people to rebuild their homes. There still are large areas od devastation down there around Galveston. Maybe Fugate will actually help people, i certainly hope so.

What I hope he accomplishes is helping to educate the general public on the purpose of Emergency Management. We need to help people understand EM as much as they understand the role of Fire Departments and EMS.
